Council to ‘modernise’ terms and conditions

ABERDEENSHIRE Council are set to undertake a consultation with staff on ‘modernisation’ of terms of employment.

The move comes as part of extensive budget reviews in a bid to save the local money, with an estimated £5 million saving if the measures are implemented fully.

The proposals will involve consultation with all local authority employees with the exception of teachers, whose terms and conditions are covered by a separate scheme. Council sources say that the modernisation is being carried out with a view to ‘continue providing cost effective and competitive services in the future.’

However Unions have warned that the changes to terms could lead to workers facing significant pay cuts, with overtime and unsociable hours allowances slashed for those who work irregular hours as a matter of routine.

GMB Organiser Janet Adams said: “Nine to five workers won’t be affected particularly notably, but carers, leisure attendants and social workers who routinely work weekends of night shifts will see a big impact - we’re estimating that some workers could see as much as an 18% cut to their wages. That’s on top of a two year pay freeze, and ever escalating fuel costs.”

Chief executive Colin Mackenzie said: “The council recognises the importance of giving every employee the opportunity to have their say on the proposals, as this will help to collectively shape the way the framework is taken forward.

“I’m determined to ensure we continue to deliver all services as a council, but in order to do this we have to adapt to a changing environment and we must be able to demonstrate as a council that we can deliver quality of service and customer care at a cost comparable with our competitors.

“The proposals outline a modern framework which will reduce our costs, but the terms and conditions are still more attractive than those of many other organisations.”
